The Japanese Navy's daring plan for a surprise attack on the U.S. Navy base at Pearl Harbor called for the use of an Advanced Expeditionary Force made up of 20 fleet submarines. These were mainly to provide a screen and diminish the numbers of any U.S. Navy force that attempted to reach the Japanese carrier group.
